Carta has secured a Specialised Professional of the Financial Sector (PSF) license in Luxembourg, supervised by the CSSF. This allows the firm to offer licensed fund administration and transfer agency services directly on its platform. For fintech professionals, this bridges the gap between US-based fund management and the world's second-largest fund domicile, eliminating fragmented jurisdictional systems.

What was announced

The PSF authorisation covers five statutory functions: registrar agent, corporate domiciliation agent, company incorporation and management services, administrative agent of the financial sector, and client communication agent. This move integrates licensed fund administration and transfer agency into Carta’s existing platform, specifically targeting Luxembourg-domiciled fund managers. Luxembourg currently serves as the world’s second-largest fund domicile, hosting approximately 5,000 alternative investment fund entities with over €1 trillion in assets. It is a critical hub for more than 1,000 US and APAC fund managers who operate parallel or feeder structures representing $333 billion in assets under management.

The platform now includes Lux Closings, which supports compliant fund structure closings for RAIF, SIF, SICAR, and related statuses across entity types like SCSp, SCS, SA, SCA, and FCP. A unified KYC form has been introduced to provide General Partners with real-time visibility into Limited Partner onboarding. Underpinning these features are AI agents that automate data reconciliation across jurisdictions. According to the data provided, 90% of cash transactions now auto-reconcile within 24 hours, and 90% of capital calls are established within the same timeframe. These AI-assisted workflows are human-verified to maintain the audit trails required by the CSSF regulatory environment.

"Luxembourg is where the ERP for private capital earns its keep," said Yves Cheret, Authorised Manager, Carta. "Parallel funds, feeder structures, multi-jurisdictional reporting, complex KYC flows: this is exactly the environment where having everything on one connected system of record makes the difference. With this authorisation, we complete the picture with a licensed, proven platform serving one of the world's most demanding markets, backed by a team of fund administration experts and a network of trusted local partners."

The companies involved

Carta operates as a connected platform and AI-native ecosystem designed for the private capital markets. The company positions itself as an Enterprise Resource Planning (ERP) suite for private markets, a status bolstered by four strategic acquisitions over the last year: LP Portfolio Analytics, Loan Operations, Carta CRM, and Carta Law. These additions have allowed the firm to expand its reach beyond traditional cap table management into complex fund operations and private credit.

In the Luxembourg market, the LP Portfolio Analytics tool is particularly relevant, as it provides limited partners with a single portfolio view across multiple funds—a necessity in a jurisdiction dominated by feeder-fund investors. The inclusion of Loan Operations also marks private credit as a significant addressable market for the firm’s fund administration services under the new PSF licence. By bringing these disparate functions—accounting, KYC, and legal infrastructure—into a single system of record, the company aims to replace the manual, fragmented processes that have historically defined multi-jurisdictional fund management.

What FF News has reported before

FF News has closely tracked the evolution of Carta’s platform as it integrates advanced technology into the private equity lifecycle. In May 2026, we covered how Carta Acquires Avantia to Launch Carta Law: A New Era of AI-Native Legal Infrastructure for Private Capital, a move that signaled the firm's intent to embed legal workflows directly into its software. This was followed in July 2026 by a report on how Carta Rearchitects Private Capital with Claude AI Plugins for Fund Operations. These reports highlighted the company’s shift toward an AI-native architecture, utilizing Claude AI to streamline fund operations and automate the reconciliation of complex financial data, which now serves as the technical foundation for its Luxembourg PSF operations.

What this means

This authorisation signals a shift in the fund administration sector toward full-stack vertical integration. For years, the "Luxembourg gap" forced global fund managers to stitch together disparate local administrators with their primary software providers, creating data silos and operational friction. By securing a PSF license, Carta is directly challenging legacy administrative firms that rely on manual, human-heavy processes. The industry is moving toward a model where the software is the administrator, rather than just a tool used by one. However, this transition places immense pressure on regulatory compliance; as AI takes over reconciliation, the burden of proof for auditability under CSSF standards becomes the primary competitive hurdle for any fintech entering this space.
