Sumsub has joined the Open Transaction Layer (OTL), an open protocol initiative led by Fireblocks to standardise on-chain identity and transaction compliance. For fintech professionals, this move signals a push toward interoperable compliance frameworks, simplifying how digital asset service providers verify counterparties and exchange regulatory data across fragmented blockchain networks.

What was announced

Sumsub joins the OTL initiative alongside a cohort of more than 40 members, including major industry players such as Robinhood, Revolut, and eToro. The OTL is designed as an open infrastructure layer that establishes shared standards for discovery, identity, and compliance messaging. It aims to solve the persistent challenge of fragmented networks where businesses struggle to connect securely and meet evolving regulatory requirements across different platforms.

Specifically, the OTL facilitates the exchange of compliance data, such as Travel Rule information, alongside payment context and settlement coordination. This move expands an existing collaboration between Sumsub and Fireblocks, which previously focused on Travel Rule compliance. Sumsub currently connects more than 2,300 virtual asset service providers (VASPs) through its Travel Rule network, which unifies three major providers—GTR, CODE, and Sygna—into a single orchestration layer. This allows VASPs to send and receive compliance data and screen counterparties without building individual integrations for every network.

Through its participation in OTL, Sumsub will contribute to the development of identity and compliance messaging standards. The company’s infrastructure already extends into on-chain and reusable identity, featuring integrations with Chainlink’s Automated Compliance Engine and Linea’s Verax attestation service. The goal of the initiative is to create a common framework that allows participants to establish verifiable identities and communicate securely through a shared standard.

The companies involved

Sumsub is a provider of AI-powered trust infrastructure designed for compliance operations at scale. The company focuses on verification, fraud prevention, and regulatory compliance, particularly for the digital asset and fintech sectors. With a history of 97 stories covered by FF News, Sumsub has established itself as a significant player in the orchestration of compliance data, bridging multiple providers to help businesses meet global regulatory standards. Its platform is used to verify users, businesses, and transactions while maintaining a focus on fraud prevention.

Fireblocks, the lead behind the OTL initiative, provides infrastructure for moving, storing, and issuing digital assets. It serves as a foundational layer for many financial institutions and fintechs entering the crypto space, offering a secure environment for digital asset operations. Fireblocks has been a frequent subject of reporting, with 51 stories in the FF News archive. The collaboration between these two entities represents a significant alignment between a compliance specialist and a core infrastructure provider. By bringing in members like Revolut and Robinhood, the OTL initiative positions itself at the intersection of traditional fintech and decentralized finance, aiming to create a "discovery" layer that has been missing in the institutional digital asset market.

What FF News has reported before

FF News has tracked the rapid evolution of both companies in the compliance and digital asset sectors. Recently, the publication covered how Sumsub Launches KYA Module to Prevent Unauthorized AI Agent Actions, highlighting the firm's focus on emerging AI risks. Additionally, the integration of IPinfo Intelligence to Strengthen Fraud Prevention demonstrated Sumsub's commitment to layering data for better regulatory outcomes. Fireblocks has also been active in expanding the utility of digital assets; FF News reported on how Euronet and Fireblocks Partner to Launch Stablecoin-Backed Card Issuing. Furthermore, the broader context of identity in the blockchain space was noted when the Cardano Foundation Launched Programmable Tokens and Identity Spin-outs alongside Fireblocks at TOKEN2049.

What this means

The formation of OTL suggests the digital asset industry is moving past the "siloed" phase of compliance. For years, the lack of a common language for the Travel Rule and counterparty discovery has created friction that deterred institutional entry. By standardizing these interactions, Fireblocks and Sumsub are effectively attempting to build a universal messaging layer for on-chain compliance. This puts pressure on proprietary compliance vendors who rely on walled gardens to retain clients. The success of OTL will depend on whether these standards are adopted globally or remain limited to a specific ecosystem. It raises a critical question: can a decentralized industry agree on a single identity standard, or will we see a "standards war" between competing protocols?
