Apex Group and Tokeny Power Launch of £250M Tokenised Private Credit Fund in DIFC
By Lauren Towner · 27 October 2026

Truleum Venture Partners, Seven Stars Legal Group, and Apex Group have launched Seven Stars Fund CEIC Limited, a £250 million private credit fund regulated by the DFSA. For fintech professionals, the launch represents a significant convergence of institutional-grade specialty lending and digital asset infrastructure, utilizing ERC-3643 security tokens for distribution within the Dubai International Financial Centre.
What was announced
Seven Stars Fund CEIC Limited is a closed-ended investment company incorporated in the Dubai International Financial Centre (DIFC). The fund is specifically classified as a Credit Fund and is now open for subscriptions from Professional Clients. It targets a fund size of £250 million, with a hard cap set at £400 million. The strategy focuses on senior-secured specialty private credit lending to regulated law firms in the United Kingdom.
These firms utilize facility drawdowns to fund the prosecution of consumer claims related to motor finance (PCP) mis-selling, payment protection insurance (PPI), and housing disrepair. Crucially, the lending model differs from traditional litigation funding; the borrowing law firms remain contractually liable for repayment regardless of the outcome of individual cases, providing a full-recourse credit structure. On the technical side, fund interests are issued as SST Tokens on the Tokeny platform. The fund’s operations include independent administration by Apex Group, quarterly independent valuations, and an annual audit. A regulatory veto is held by the manager to ensure compliance within the DFSA framework. This structure aims to combine the transparency of digital asset distribution with the rigor of a regulated private credit strategy.
"The future of private markets will combine institutional-quality investment solutions with modern digital infrastructure. Seven Stars Fund is an example of that evolution, bringing together a specialist private credit strategy, a regulated fund structure and tokenised distribution. Having supported fund managers in the DIFC for more than 20 years, we are pleased to support this next generation model through Apex Group’s administration, distribution and digital asset capabilities."

The companies involved
Truleum Venture Partners Limited (TVPL) is the manager of the new fund, led by Founder and CEO Dolly Ramaiya. The firm focuses on structuring specialty private credit solutions within rigorous regulatory architectures. Seven Stars Legal Group Ltd, where Leon Clarance serves as Chief Strategy Officer, provides the underlying lending expertise. The group has spent nearly four years developing a lending book specifically for regulated UK law firms, moving away from the traditional litigation funding model toward a full-recourse specialty credit proposition.
Apex Group acts as the fund administrator, bringing over two decades of experience supporting fund managers within the Dubai International Financial Centre. Apex provides the necessary digital asset capabilities and distribution infrastructure required for the tokenized model. The digital issuance is facilitated by the Tokeny platform, which specializes in the tokenization of real-world assets (RWA) using the ERC-3643 standard. Together, these entities position the fund at the intersection of the UK legal services market and the growing digital finance ecosystem in the Middle East.
What FF News has reported before
FF News has closely tracked the evolution of tokenized credit and Apex Group’s expanding role in the digital asset space. We recently covered how Apex Group and droppRWA Launch Unified Trust Stack for Institutional RWA Tokenisation, a move that signaled Apex’s commitment to institutional-grade blockchain solutions. The regional appetite for these structures was further highlighted when Zamanat Launches $100M Tokenized Private Credit Fund to Bridge GCC SME Financing Gap, demonstrating a clear trend of fund managers leveraging the DIFC’s regulatory environment to deploy tokenized private credit. These developments suggest a maturing market where digital distribution is becoming a standard feature for specialty investment vehicles.
What this means
This announcement moves the needle for Real World Asset (RWA) tokenization by applying it to a highly specific, non-correlated asset class: UK legal credit. By opting for a full-recourse lending model rather than traditional "no-win, no-fee" litigation funding, the fund reduces the risk profile for institutional allocators while utilizing blockchain to streamline distribution. This puts pressure on traditional private equity and credit funds to justify legacy distribution methods that lack the transparency of on-chain assets. It also raises questions about whether other niche credit markets, such as trade finance or insurance-linked securities, will follow this tokenized, regulated blueprint in the DIFC.
