Ghana SEC Unveils 20 Virtual Asset Sandbox Participants to Shape New Crypto Regulations
21 August 2026

The Securities and Exchange Commission, Ghana (SEC), has officially launched its Virtual Asset Sandbox, admitting 20 entities to pilot services ranging from asset tokenization to virtual asset exchanges. This move signals a significant shift in West African regulatory policy, offering fintech firms a structured pathway to formalize digital asset operations within a legal framework.
What was announced
The Securities and Exchange Commission, Ghana, has published the comprehensive list of participants for its Virtual Asset Sandbox, a regulatory regime that commenced in March 2026. This initiative is designed to allow Virtual Asset Service Providers (VASPs) to test innovative products and services under controlled conditions. The primary objective for the SEC is to gather critical regulatory data to finalize activity-specific licensing and registration guidelines, as mandated by the Virtual Asset Service Providers Act, 2025 (Act 1154).
The 20 admitted participants are testing a diverse range of financial technologies. Asset tokenization is a major focus, with AFRICOIN GHANA LIMITED piloting gold tokenization, VAULTA DIGITAL ASSETS LTD focusing on securities, GFX BROKERS LIMITED on Treasury bills, ONE AFRICA SECURITIES LTD on bonds, and WEWIRE GHANA LIMITED on trade finance. The sandbox also includes virtual asset brokerages such as MANSU TECHNOLOGIES LTD, SAGE ADVANCE GLOBAL SERVICES LTD, and MOJO PAY GHANA LIMITED.
Furthermore, the SEC has authorized several virtual asset exchanges, including YELLOW CARD GHANA LIMITED, HYRO EXCHANGE LTD., WHITEBIT GHANA LTD, and KOINKOIN GHANA LTD. Notably, the GHANA COMMODITIES EXCHANGE is piloting a virtual asset exchange for commodities, while the GHANA GOLD BOARD has been admitted as a Real World Asset Custodian for gold. A significant number of firms, including XCHAIN TECHNOLOGIES LTD, HANYPAY GHANA LTD, and BSYSTEMS LTD, are piloting virtual asset trading platforms.
"The participation of these Virtual Asset Service Providers will enable the SEC to collect relevant regulatory data to support the validation and finalisation of its guidelines and regulations on activity-specific licensing and registration, pursuant to the SEC’s mandate under the Virtual Asset Service Providers Act, 2025 (Act 1154)."

The companies involved
The Securities and Exchange Commission, Ghana, is the statutory body established under the Securities Industry Act, 2016 (Act 929) to regulate the country’s securities market. Its role has expanded significantly with the passage of the Virtual Asset Service Providers Act, 2025, positioning it as a proactive regulator in the digital finance space. The sandbox participants represent a mix of local innovators and specialized fintech firms.
Among the participants, YELLOW CARD GHANA LIMITED and WHITEBIT GHANA LTD represent the exchange sector, while GFX BROKERS LIMITED and ONE AFRICA SECURITIES LTD bring traditional brokerage and securities expertise into the digital realm. The inclusion of the GHANA COMMODITIES EXCHANGE and the GHANA GOLD BOARD is particularly noteworthy, as it bridges the gap between traditional state-backed commodity oversight and blockchain-based asset management. Other technology-driven participants include XCHAIN TECHNOLOGIES LTD, BSYSTEMS LTD, and THE BLUE PENGUIN COMPANY LIMITED, all of which are contributing to the development of trading infrastructure and tokenization frameworks within the Ghanaian market.
What this means
This is a decisive step for Ghana as it seeks to become a regional hub for digital assets. By including state entities like the Ghana Gold Board alongside private fintechs, the SEC is validating the concept of Real World Asset (RWA) tokenization, which could drastically improve liquidity for Ghanaian T-bills and bonds. The breadth of the sandbox—covering everything from trade finance to commodity exchanges—suggests the SEC is not just looking at retail crypto trading, but at the fundamental re-engineering of capital markets. Traditional financial institutions in the region are now under pressure to integrate with these emerging platforms or risk being sidelined as the SEC moves toward a final licensing regime.
